| Understanding
and documenting policing roles in terms of the knowledge, skills
and abilities required to perform jobs to a high standard is essential
to all aspects of supporting police operations.
In this room we will focus on developing and implementing a national
competencies framework and role profiles for the various jobs within
the policing sector. This is a critical building block to drive
efficient and effective HR planning and management and we will focus
on tools and methods, applications, recent research and opportunities
to collaborate.
Effective HR planning and management is based on our ability to
understand and define these “competencies” and apply
them in a dynamic framework - incorporating the processes of recruitment,
education and training, skills development and performance and productivity
management.
The policing environment is ever changing. Today, and into the foreseeable
future, effective policing is going to cost more, be more time/resource
consuming, more complex - and will require new skills and knowledge,
and a continuous learning culture. To be relevant, police services
will have to periodically re-assess the essential skills and competencies
required for effective police functions.

Council conducts media monitoring to collect articles on recruitment
and retention issues relevant to policing from Canadian and International
newspapers, magazines, and news wires.

HR Diagnostic,
Police Sector Council, 2007
The Council conducted a comprehensive diagnostic of policing HR practices in four main areas: Competencies, Recruitment & Retention, Education & Training, and Leadership. The project involved collecting information from police organizations across Canada to assess the effectiveness and efficiency of current tools and practices and to make recommendations to better meet the needs of policing management. HayGroup was selected by the Evaluation Committee to undertake this work. The project was managed by the council and directed by a project Steering Committee made up of various stakeholders across the sector. Every Canadian police service. HR practitioners, training professionals, recruits, chiefs, and every police officer in Canada had an opportunity to participate in this project. The findings and recommendations are presented in the final report.
