Guides

Instructive Guides have been developed to support police services in implementing a competency approach to HR management. There are now seven Guides that provide information, theory, practical tips, and reference the tools and templates designed to supplement those HR systems currently in use in police organizations. A selected bibliography of books and articles relevant to competency-based management, human resources and project management are also included in the guides.

The following Guides have been developed and each is described below:

  • Police Leadership Education and Training: Using the Leadership Competency Framework to Build Effective Development Courses and Programs

 

An Introductory Guide to Competency Based Management in Police Services is an introductory guide to using a competency approach . It describes competency based management and explores the benefits of CBM implementations for policing. It offers information and tools to support competency based management for four key Human Resource areas:

  • Recruitment, Selection and Promotion,
  • Learning and Development,
  • Performance Management, and
  • Succession Management.

The guide includes information, theory, practical tips, and references the tools and templates designed to supplement those HR systems currently in use in police organizations. A selected bibliography of books and articles relevant to competency-based management, human resources and project management are also included in the guide.


Constable Selection: A Best Practice Approach and Research Update. This is the second in our series of Competency based management guides and specifically addresses the issues around effective Constable selection practices.The emphasis within the Guide is on the full set of criteria required for successful performance in the Constable role. This approach not only delivers the best-fit hires, but also results in a selection process that is defensible under the law. The Guide includes reference to important research and recommended reading. Managers responsible for Constable selection will find this Guide a valuable tool for benchmarking existing selection procedures and a reliable roadmap for updating them. It also describes and includes templates to support selection practices.

 

Police Executive Selection: A Best Practice Approach for Police Boards. This guide is for police boards and commissions responsible for selection of Chiefs and Deputy Chiefs. It builds on Introduction to Competency-Based Management in Police Services. It presents the latest research and techniques to support police boards and commissions in selecting the best Chiefs and Deputy Chiefs. It provides background and tools to enable police boards and commissions to implement a legally defensible selection system. It discusses the impact of human rights legislation on selection procedures, describes various assessment methods, and provides recommendations on how to administer assessment tools to candidates for Executive positions.

 

Leadership Development in Police Services: Managing the Development of Essential Leadership Competencies. This guide is for human resource professionals and police leaders responsible for leadership development in police services. It provides research-based theory and methods to enable police services to implement effective leadership development programs. The guide presents a model for policing leadership, describes the essential steps in building an effective leadership development program, and provides tools to support police services in developing their current and future leaders. This guide is closely aligned with two other guides, Introduction to Competency-Based Management in Police Services and Succession Management in Police Services. An understanding of the principles and processes presented in these guides is necessary for effective implementation of leadership development.

 

Succession Mgmt in Police Services: Developing a Pool of Potential Successors for Critical Policing Roles. This guide introduces a best practice program to help police services develop pools of candidates capable of assuming critical roles when they become vacant. Systematic identification of critical positions and development of potential successors will safeguard and maintain excellence of service in the face of the expected surge in retirements and increased competition for new talent in the next decade.

Mentorship & Coaching in Police Services: Supporting Leadership Development. This guide is for human resource professionals and police leaders responsible for succession management, leadership development or mentoring and coaching programs in police services. It is also a helpful introduction and toolkit for experienced police members interested in coaching and mentoring others. The separately published Activities to Build Leadership Competencies provides suggestions for developmental activities to assist mentors and coaches. Mentoring and Coaching in Police Services is a supplement to Leadership Development in Police Services.

 

Police Leadership Education and Training: Using the Leadership Competency Framework to Build Effective Development Courses and Programs. This guide is designed for educators and trainers who develop leadership curricula to serve Canadian policing, including those in universities, colleges, training institutes, police academies and consulting firms that provide leadership training to policing organizations. It provides guidelines for design of competency-based leadership training based upon new nationally validated competencies required of all police leaders. It also supports mapping leadership competencies to existing programs and courses to assess their effectiveness in producing the needed leadership skills.


These Guides have been developed to support a first-time implementation of a competency approach to HR management and also to support police services wishing to review and/or expand an existing CBM program.
