| The Police Sector Council recently collaborated with Canadian policing Human Resource leaders to develop a competency framework and tools to support Human Resource Management for the policing industry as a whole. This work was supported by HRSG, a professional HR consulting firm who worked with industry leaders to leverage existing practices and develop a nationally relevant system and tools to support police managers responsible for human resources management.
This effort resulted in the development of competency based management (CBM) HR infrastructure information and tools to support police services in Canada. Policing now has rigorously developed and nationally validated materials, available for FREE to Chiefs and HR managers to support local operations. The following are available:

- Policing CBM Toolkit
The Policing CBM Framework provides the policing industry with a common language and understanding of the work and underlying competency requirements associated with general policing duties for four ranks: Constable, Sergeant, Staff Sergeant, and Inspector.
This framework was developed by leveraging the best practices
from police services across Canada and working with the policing community to fully analyze and document the job responsibilities of each rank. The Framework included the development of a Shared Policing Competency Dictionary and Competency Profiles by rank, now part of the Policing CBM Toolkit.
The Policing CBM Guide is titled A Guide to Competency Based Management in Police Services. It describes competency based management and explores the benefits of CBM implementations for policing. It offers information and tools to support competency based management for four key Human Resource areas:
- Recruitment, Selection and Promotion,
- Learning and Development,
- Performance Management, and
- Succession Management.
The guide includes information, theory, practical tips, and references the tools and templates designed to supplement those HR systems currently in use in police organizations. A selected bibliography of books and articles relevant to competency-based management, human resources and project management are also included in the guide.
The Policing CBM Toolkit includes over 30 tools and templates that police services can use and customize according to their needs. Among the many tools in the Toolkit are competency profiles, interview and reference check guides, and templates to support learning plans, performance management and succession management.
These Policing CBM materials have been developed to support a first-time implementation of a competency approach to HR management and also to support police services wishing to review and/or expand an existing CBM program.
The Policing CBM Framework, Guide and Toolkit
are available to all Canadian policing organizations for
FREE.
