  Citizenship and Immigration Canada, HR Development Canada, Customs and Excise, and
  PricewaterhouseCoopers Consulting;

• Advocate of modern management frameworks - strategy-focused management, strategic value
  management, and organizational "readiness";

• A strong proponent of the Balanced Scorecard methodology for performance management in
  public sector organizations;

Michelle Shortall
Director Administrative Services - Police Sector Council

• 31 years experience with the RCMP including:

• 2001-2004 headed the Administrative Services Unit of the Strategic Policy and
  Planning Branch;

• 1997-2004 Senior Executive Committee/Management Team coordinator;

• Obtained certification as a "Certified Meeting Professional" in 2002;

• Active member of the Ottawa Chapter of Meeting Professional International having served
  the last three years as a member of the Board of Directors, chairing the Community
  Outreach Program.

• 10 years experience consulting in the areas of Organizational Development and Training
  & Development for both private and public sector organizations;

• worked to develop HR strategies, plans, processes and instruments using a systems approach
  and a competency based management methodology;

• Industrial & Organizational Psychology Master of Arts degree.
